There is also a definitive constitution of laws that regulates the actions and powers of the government.

Capital City: Kazzerburg, a huge and entrenched fortress of a city that is situated in the foothills of the Imperator Mountains.
Currency: Imperial Credits (IC), which are kept on Credit Chips. Physical money has been essentially phased out in favor of imaginary money that is imprinted on more efficient money cards.

Historical Summary
The region that is now claim to the unified nation of Kazzerland began as a heavily divided territory made up of small nations and city states. The majority of these separate nations were warring with each other, most of them aspiring to conquer the entire land. This land, now Kazzerland, was referred to as Varrland. There were seven primary contenders with the most powerful of them being the Kingdom of Nordra. War and bloodshed was commonplace in Varrland as battles raged all across the land. All seven of the strongest nations maintained proud and violent warrior cultures, as this was somewhat necessary for their survival. This great war was waged for centuries and the tides of victory constantly shifted -- to no avail for any of the nations.
In the year of 1922, a young general hailing from Nordra came forth with a fairly simple idea that no one had ever been open to previously. This young general was named John Kazzer, and he sought to aggresively unify Varrland to form one powerful nation of military might. He saw value in all seven of the nations, seeking to combine their greatness. From their, he carried out a great crusade with the aid of the entire Nordran Army and the armies of Hiltus, Bladeshead, and Veritas. With their collective strength, they were able to crush the 3 remaining powerful nations as well as all of the other smaller nations.
It was then decided upon that this new and unified Varrland would be renamed to Kazzerland, named after their unifier and newly declared Emperor. The 7 powerful nations now make up the 7 provinces in the Kazzeran Empire. Kazzerland has undergone many different changes and phases throughout its relatively short lifespan. It began as a malicious and terribly harsh imperialistic dictatorship. From there, it has evolved over the years. In the modern era, Kazzerland has the Articles of Regulation as well as a system of elected representatives to speak for the general populace. Kazzerland still maintains its "warrior culture" and it continues the usage of their one and only Emperor Kazzer as their head of state.
Government Summary
As previously mentioned, Kazzerland is a nation under martial law, however it provides for a certain degree of civilian influence. There is a definitive set of strict rules known as the Articles of Regulation. They lay out the powers and structure of the government in a clear and concise manner that does not provide for easy alterations to the rules. The figurehead and founder of the nation is Emperor Kazzer who technically has final say on most matters. Realistically, he rarely uses his powers and leaves most of the governing to the High Council of Marshals.
The High Council of Marshals is a congregation of very experienced and high ranking military officers who were recommended to their position by fellow officers, the Emperor, or the High Council itself. There are 11 marshals sitting on the Council, if you include the Lord Marshal. The Lord Marshal acts as the true governor of the nation, while the Emperor is more ceremonial. The candidates for Lord Marshal are recommended by the Emperor and then voted on by the High Council. The Emperor and the Lord Marshal cooperatively command the nation's armed forces.
Beneath the High Council of Marshals lies the Council of Delegates. These people are civilians who are elected by the people of their respective provinces as their representatives. The number of Delegates that each province receives is based on its population. The Delegates hold their own meetings amongst themselves and within their province. During these meetings, they decide what issues they would like to focus on and discuss. They then take these points of focus to a meeting that occurs at least once a month, known simply as the Grand Council. The Grand Council is a combined meeting between the High Council of Marshals and the Council of Delegates. There, the Delegates from each province present their discussion points and then the High Council responds to them as it sees fit. This goes back and forth for a while until the High Council feels satisfied and adjourns the Grand Council. From there, the High Council of Marshals takes action through voting. Their decisions can only be overturned by veto of the Emperor or by an 85% vote in the Council of Delegates.
On a provincial level, the government is headed by a military officer. These province leaders are given the title of Governor to go along with their military rank. Kazzerland does not have a separation between military and police like many nations. Instead, the armed forces alone are in charge of law and order. The Provinces are split into Sectors which are give numeric codes and headed by lower ranking officers of the military. This officer is responsible for the lawfulness of his sector, and his means with which to carry out this task are a formidable force of heavily armed and well-trained soldiers. Essentially, the military is all-pervasive in the life of the civilian populace and acts as the nations governing body, police, and fighting force. This is all possible, even in times of war, due to the astoundingly massive size of the military.
The most well known and essential paragraphs of the Articles of Regulation. It is required that they are memorized by all people while in grade school:
"The government of The Martial Empire of Kazzerland consists of the Emperor, the High Council of Marshals, the Council of Delegates, the provincial governors, the sector leaders, and the respective subordinates of all of these authoritative bodies.
The government of the Martial Empire of Kazzerland retains the basic rights and duties of: maintaining strict law and order, opposing the enemies of the nation, providing for the welfare of the populace, the furthering and betterment of the empire in every way, and the perpetuation of the Kazzeran traditions of the Emperor and valorous service. All of these rights and duties are to be carried out through means deemed necessary and appropriate by the government, as calculated by the current state of the nation and its populace."
